This is a synopsis for the FINCH-HENRYJOB CORPS CENTER. The Pre-Solicitation number should have been 1630J3-18-R-00001, and the corresponding RFP number will also be 1630J3-18-R-00001 once it has been posted. The Department of Labor, Employment and Training Administration (DOL ETA) anticipates issuing a Request for Proposal (RFP) for the operation for the Finch-Henry Job Corps Center to include Outreach & Admissions (OA) and Career Transition Services (CTS). As a result of the responses to the Sources Sought Notice Number DOL-ETA-17-N-00018, posted on December 12, 2016, and IAW FAR 19.502-2, this procurement will be a Total Small Business Set-Aside. Offers are to be solicited only from Small Business Concerns. Offers received from Other than Small Business Concerns will be considered non-responsive and will be rejected, and any award resulting from the solicitation will be made only to a Small Business Concern. Job Corps is a national residential and non-residential training and employment program administered by the United States Department of Labor to address multiple barriers to employment faced by disadvantaged youth, ages 16-24 years, throughout the United States. It is anticipated that the resultant contract will be a cost reimbursement, plus incentive fee type contract with Firm Fixed Price OA CTS. The contract will have a two (2) year base period plus three (3) one (1) year option periods. The tentative date for the pre-proposal conference and site visit at the Finch-Henry Job Corps Center is To be Determined (TBD). Those dates will be provided via separate communication. Academic, career technical, social and employment readiness skills, counseling, health services, safety, recreation and work-based learning; 2. Operation and management of government facilities; 3. Residential management, supervision, meals, and support services; 4. Job placement assistance and transitional support services; 5. Training and professional development staff; 6. Center operations integrated with the local workforce development systems, employers and the business community; 7. Center oversight, financial and program management; and 8. Outreach Admission and Career Transition Services The average student capacity for the Finch-Henry Job Corps Center is 100 male and 100 female residential and 26 non-residential.
