CONTACT INFORMATION IS ALSO IN THE BODY OF THIS SOLICITATION.*** This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Proposal (RFP) for the Science and Technology Office for a Pressure Regulator Component Valve. The Mars Ascent Vehicle (MAV) demonstration mission will simulate the Martian environment and reduce risk for the Mars MAV development. The scope of work solicited under this announcement is for a pressure regulator for integration into the MAV propulsion system. These components are a part of a MAV terrestrial demonstration. The provisions and clauses in the RFP are those in effect through FAC 2005-95. This procurement is "Full and Open" Competition. The NAICS Code and business size standard for this procurement are 541712. All responsible sources may submit an offer which shall be considered by the agency. However, any award from this RFP will require the potential vendor to be certified within the Online System for Award Management (SAM) and Online Representations and Certifications Application Databases prior to award. Evaluation and award of the solicitation will be based on the evaluation criteria stated in the Request for Proposal. The basis for award with be Best Value utilizing the Trade Off Process as described in FAR 15.101-1. Any product delivery to MSFC, Central Receiving, Building 4631, Saturn Rd, MSFC, AL 35812 shall be specified as FOB Destination. Offers for this main engine valve outlined in the attached RFP are due by 4:00 PM CST, Friday, September 15, 2017 to Kelsey McDonald, at kelsey.mcdonald@nasa.gov, and must include solicitation number, FOB destination to this Center with proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (Jan 2017), Instructions to Offerors-Commercial Items, which is incorporated by reference. FAR 52.212-4 (Jan 2017), Contract Terms and Conditions-Commercial Items is applicable.
