Defense Logistics Agency (DLA) Energy is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in and the resources to support for the below requirement. The result of this sources sought notice will contribute to the determination of the method of procurement to be executed. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 484110. THERE IS NO SOLICITATION AT THIS TIME. This Sources Sought notice does not constitute a request for quote, bid or proposal; submission of any information in response to this sources sought notice is purely voluntary; the government assumes no financial responsibility for any costs incurred and shall retain all information provided with no expectation of return. If your organization has the capability to perform these requirements, please provide the following information: •1) Organization name, address, email address, Web site address, telephone number, cage code and size and type of ownership for the organization. [ Note: If your company is interested in possible opportunities with DLA Energy, we recommend verifying your SAM registration.] Requirements: CLIN 0001 Nomenclature: Transport JP5 Unit of Issue: EA Quantity: 320,000 Description: The requirement is for transportation of DLA Energy-owned Aviation Turbine Fuel (JP5) from DFSP Subic Bay to Clark AB. The Contractor will provide fuel delivery services as described below and shall be responsible for and furnish, as required, all personnel, equipment, material and/or facilities necessary for providing these services. Contractor will be responsible for providing storage via ISO or storage tanks. For loading JP5 at the TTLR Subic Bay, an API bottom loading connection (moose-head connection) is required. For offloading, a 1 ½ inch and/or a 1 ½ inch camlock fitting is required. No Government equipment or facilities will be provided to the Contractor, who shall be completely responsible, at its own expense, for the operation and maintenance of assets utilized to meet the requirements identified herein. The Contractor shall receive, transport and refuel aircraft with capitalized DLA Energy and/or United States Military owned fuel products while maintaining product quality and accountability in accordance with applicable DLA Energy guidance. The Contractor will maintain all authorizations (i.e. licenses and permits) to operate and do business within the Philippines. The Contractor shall remain in full compliance with all laws, decrees, labor standards, and regulations of the Philippine Government. It will be the Contractors responsibility to obtain permits from customs before transporting fuel.
