Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number assigned to this action is W912L5-17-T-0068. This acquisition is utilizing procedures in FAR Part 13, Simplified Acquisition Procedures and is issued as a Request for Quote (RFQ) from the USPFO, New Castle, DE 19720. This solicitation is being set aside for small businesses only. The applicable North American Industry Classification System (NAICS) code is 333912, Air and Gas Compressor Manufacturing with a size standard of 500 employees, SIC code 3563 Air and Gas Compressors. Brand name or equal is applicable. Destination pricing required. The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular (FAC) 2005-95 and DPN 20161222. POC SGT Jacob Lindell, 302-326-7465. Award will be made based on overall best value to the government. The selected vendor shall provide all materials, labor, transportation, installation and technical expertise necessary to complete this award. An offer which requires the Government to execute a separate agreement with a third party shall be deemed technically unacceptable. The Government intends to place a Single, Firm-Fixed Price order without discussions. Therefore, Offerors should submit their best offer up front. Do not assume you will be able to revise your offer. LINE ITEM SPECIFICS: 01.) Compressor, High Pressure Breathing Air: 4 stage, air cooled, pressure lubrication high pressure compressor, Maximum working pressure: 6000 psi Application working pressure: To be advised, Charging Rate: 9.7 SCFM, Tolerance on capacity +/- 5%, Interstage gauges, PLC controller, Condensate reservoir w/ automatic "full" indication Motor horsepower: 7.5, Electrical Requirements: 230/1/60, Electrical classification: NEMA 4, Air purification: P2 Securus (67,000 cu ft before cartridge change out is required) Configuration: MINI-VERTICUS 02.) Electronic CO monitor w/ calibration kit 03.) Installation: Shall include warranty start-up of the quoted items at location in Smyrna, DE. All filters, cartridges and compressor oil/filter shall be included as a part of the install. Operational test shall be conducted after the install and an air sample with certified 3rd party analysis shall be performed. 04.) Station, 2 Position containment fill: Two position containment fill station equipped with inlet pressure gauge, adjustable regulator, regulated pressure gauge, fill control valve, and fill pressure gauges 05.) Freight: Items to be delivered to 19977. Vendor must quotes no later than 1100am EST, on 26SEP2017. Any quote not received by the required deadline will be dismissed and not considered for award. Proposal should be submitted under company letterhead, with DUNS number, Company Name, Address and POC included. The Contracting Officer will evaluate equal products on the basis of information furnished by the quote or identified in the quote and reasonably available to the Contracting Officer. The following factors shall be used to evaluate offers: Technical Capability of Items Price Past Performance Technical and past performance, when combined, are IMPORTANT (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. "Commercially available off-the-shelf (COTS) item," "component," "domestic end product," "foreign end product," "qualifying country," "qualifying country end product," and "United States," as used in this provision, have the meanings given in the Buy American and Balance of Payments Program-Basic clause of this solicitation. (b) Evaluation.
