RFQ Letter for FLIR E60 or Equal requirement Combined Synopsis Solicitation for FLIR E60 Cameras or Equal requirement Statement of Work for FLIR E60 Cameras or Equal requirement Headquarters of the United States Army Criminal Investigation Divisions (USACID) mission is to investigate all felony crimes related to, or of interest to, the US Army. As the primary investigation organization within the U.S, their mission is focused on the following: serious crime, sensitive and/or serious investigations, collection, analysis and dissemination of criminal intelligence, protective service operations, forensic laboratory support, maintenance of Army criminal records and logistics security. The USACID investigations take place both on and off military installations, and range in scale from solo investigations to large scale events in cooperation with the Local, State, and other Federal agencies when appropriate. This requirement is for the procurement of eight (8) FLIR E60 with MSX infrared cameras or cameras of equal salient characteristics to assist Forensic Science Officers/CID Agents in obtaining body temperatures of cadavers at a scene which provides information (algor mortis - cooling of the body) to combine with rigor mortis, and livor mortis in order to provide a window of time of death. This may also assist in placement and movement of the body, along with identifying disturbed earth to locate evidence that was hidden or disposed of. It also will assist in identifying hidden exothermic chemical reactions (drug labs and further assist in determined if vehicles have recently been utilized. It will further allow Agents who are the primary negotiators in a hostage situation to see the thermal images of individuals which would include the suspect and any hostages inside a home or behind a barrier of some sort. The eight (8) FLIR E60 with MSX infrared cameras or cameras of equal salient characteristics shall be delivered to USACID Headquarters, in Quantico, VA within 60 days after receipt of award. **All questions regarding this RFQ are requested to be submitted in writing no later than 10:00 AM EST on 29 August 2017.
