Description

The Department of the Navy, Space and Naval Warfare Systems Center, Pacific (SSC Pacific) issues solicitation No. N66001-17-R-0067 to provide engineering to support Position, Navigation, and Timing (PNT) systems to meet the Department of Defense (DoD), Joint, Coalition, and Navys needs for secure, functional, interoperable, and sustainable GPS-PNT capabilities for C4ISR applications. The efforts include: (1) Investigating and analyzing PNT technology gaps and innovative/emergent PNT technology applications to fulfill those identified gaps; (2) Identifying, planning, designing, and implementing laboratory enhancements required to develop and/or evaluate enabling technologies for PNT to be demonstrated in relevant operational environments to determine their military utility; (3) Identifying impacts to current and future PNT-based systems involving emerging/evolving threats and determining systems architectures, designs and technical solutions that mitigate these threats; (4) Investigating and evaluating integration impacts of evolving technologies to ensure they meet operational requirements and user needs as well as to ensure integrity of navigation signals and minimal impact to the platform installations; (5) Planning and executing necessary processes and management controls to provide cost effective maintenance, sustainment, and fleet engineering support of the PNT technologies. Awardees of contracts under this RFP will compete for task orders to perform actual work. Each contract will be awarded for the entire estimated level-of-effort specified in the RFP; however, the competition of task orders may reduce each awardees actual total effort to a level significantly below the ceiling value of each award. This is a 100% small business set-aside competition, anticipated to result in a multiple award contract (MAC). SSC Pacific intends on awarding multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Cost- Plus-Fixed-Fee (CPFF) contracts. The prospective contracts will have a two-year base period with a three-year option period. The estimated level of effort for the total requirement is 316,800 hours. The NAICS code for this procurement is 541712 with a size standard of 1,000 employees. The incumbent contractors are Booz Allen Hamilton, Inc., (N66001-13-D-0106), and Coherent Technical Services, Inc., (N66001-13-D-0107).
