The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award a single, firm-fixed-price, definite-delivery, definite-quantity type contract with firm-fixed price provisions for materials and services using the policies and procedures of FAR Part 12, Acquisition of Commercial Items and FAR Subpart 13.5 ď Simplified Procedures for Certain Commercial Items. The NAICS code applicable to this procurement is 332510, Hardware Manufacturing. The size standard is 500 employees. The Federal Supply Classification is 5340, Hardware, Commercial. The place of performance is in Hampton Roads, Virginia and New London, Connecticut. This requirement is to acquire the removal, disposal, supply/delivery, and installation of electronic door locks required by Commander, Navy Region Mid-Atlantic ôs (CNRMA) Unaccompanied Housing. The Government requires a contractor to provide all personnel, equipment, tools, materials, supervision and any other required services needed to execute and complete the requirements. The performance period for this acquisition is anticipated to begin 30 September 2017 and end 29 June 2018. The solicitation is expected to be available around 24 August 2017. A site visit is expected to be held around 31 August 2017 prior to the receipt of proposals to allow all interested offerors the opportunity to view and inspect the facility located onboard Naval Weapons Station Yorktown. Information about the site visit will be contained in the solicitation. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted to this site (Navy Electronic Commerce Online or NECO, https://www.neco.navy.mil.). The NECO website has a úsubmit bid Ě button next to the solicitation number. DO NOT use the úsubmit bid Ě button on NECO to submit a proposal. All CNRMA Unaccompanied Housing Authorized to Operate contractors may submit a quote that will be considered by the Government. By submitting a quote, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make an offeror ineligible for award.
