THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY. NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS SYNOPSIS. NO SOLICITATION WILL BE AVAILABLE AT THIS TIME. HOWEVER, RESPONSES WILL BE USED TO DETERMINE THE APPROPRIATE STRATEGY FOR A FUTURE ACQUISITION. This Request for Information (RFI) Sources Sought (SS) is to identify any interested sources before soliciting a non-competitive acquisition per FAR 6.302-1(a)(2) and 6.302-1(c)- "Only one responsible source and no other supplies or services will satisfy agency requirements, and name brand descriptions". The ACC-RSA Contracting Office intends to award a contract to support the Army Oil Analysis Program (AOAP). The requirements of this acquisition are to lease 30 EA Perkin-Elmer OilExpress 4 Fourier-Transform Infrared (FT-IR) Spectrometer systems at fifteen (15) different locations, CONUS and OCONUS (2 leased systems per location). Each Oil Express 4 Fourier Transform-Infrared (FT-IR) Spectrometer systems consists of ANFT-IR; automatic sample processor; installation test oils kit; 4oz bottle sampling kit; 32 position 4oz bottle rack; 4oz bottle ULL sensor; initial consumables necessary for operation; drip tray; on-site installation and initial training at each location; IUID labeling/registration for each system; freight FOB destination; and a 4 year extended warranty with 2 preventive maintenance visits per year per system. The anticipated Period of Performance will include one (1) base year with four (4) options years.
