Attachment 2- CLIN Structure Attachment 1- Salient Characteristics Combined Synopsis/Solicitation OMDLS-A This is a combined synopsis/solicitation for a commercial supply and/or service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request for Quote (RFQ) and the solicitation number is FA4814-17-T-F052. The 6th Contracting Squadron, MacDill AFB, Florida, requires the following: DESCRIPTION OF REQUIREMENT: The United States Special Operations Command (USSOCOM) requires Skillsoft Learning Advantage, Online Management Distance Learning Services and Application Licenses (OMDLS-A) OR EQUAL. This is a brand name or equal requirement IAW FAR 52.211-6. The requirement includes the following items: Skillsoft Learning Advantage, Online Management Distance Learning Services and Application Licenses (OMDLS-A) for 400 licenses/users IAW Salient Characteristics on Attachment 1 of this document for a total of a base year of 9 months and four (4) 12-month option periods. Base Year (400 users) CLIN 0001 - Online Management Distance Learning Services and Application Licenses (OMDLS-A) for 9 months Option Year 1 (400 users) CLIN 1001- Online Management Distance Learning Services and Application Licenses (OMDLS-A)for 12 months Option Year 2 (400 users) CLIN 2001- Online Management Distance Learning Services and Application Licenses (OMDLS-A)for 12 months Option Year 3 (400 users) CLIN 3001- Online Management Distance Learning Services and Application Licenses (OMDLS-A)for 12 months Option Year 4 (400 users) CLIN 4001- Online Management Distance Learning Services and Application Licenses (OMDLS-A)for 12 months The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 effective 13 January 2017, DFARS DPN 20161222, effective 22 December 2016 and AFFARS AFAC 2017-0127, effective 27 January 2017. A firm fixed price contract will be awarded. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
