PRE-SOLICITATION ANNOUNCEMENT SAN FRANCISCO MARITIME NATIONAL HISTORICAL PARK ORAL HISTORY AUDIO PRESERVATION RFQ No. P17PS02640 The National Park Service (NPS), San Francisco Maritime National Historical Park (SAFR), located in San Francisco County, California has a requirement for Oral History Audio Preservation Services. The objective of this project is to preserve and make accessible the original recordings by creating archival digital Preservation Master Files of the original analog oral history interviews. The preservation master and associated metadata files will be of sufficient quality to create Production Master Files used to produce derivatives in a variety of digital audio formats and levels of quality to facilitate any use from online research to broadcast. The project will transfer the collection to a sustainable, usable, and interoperable digital audio format for long-term access to SAFRs oral history interviews. The Contractor will inspect, prepare, and digitize each audio object according to SAFR specifications and will include a technical evaluation about the process along with documenting any damage or errors found on the original source media. Setup must be performed for each original source to ensure that the content is captured faithfully and accurately with no information loss or degradation. No sound processing or enhancements should be introduced during the creation of the Preservation Masters. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and incidental services necessary for completion. See solicitation Section J, Attachment No. 001 for the complete Scope of Work. All work shall be performed under a single, fixed price purchase order. This acquisition is set-aside exclusively for Small Business concerns. The North American Industry Classification System (NAICS) code is 512290; the small business size standard is $11.0 million. The Government intends to award a purchase order resulting from the Request for Quotations (RFQ) to the responsible Offeror whose offer conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The RFQ will be available via electronic commerce only and may be accessed on or about August 18, 2017 at either FBO: http://www.fbo.gov or FedConnect: https://www.fedconnect.net. The prospective Offeror is responsible for periodically checking these websites for any amendments that may be issued prior to the closing date of the RFQ.
