RFP for Design-Build Request for Proposal for CTX Replace Switchgear This announcement serves as a NOTICE for SOLICITATION required under FAR 36.213-2 -"Presolicitaiton Notices". This is a Request for Proposals (RFP) for a requirement for the following: 1) the furnishing, installation, connection, and testing of medium-voltage circuit breaker switchgear; 2) the construction of a facility to house the switchgear; 3) demolition and removal of existing site materials as specified in the requirement document. All work performed under the resulting contract shall be completed in accordance with all contract terms and conditions, technical specifications and drawings. The selected contractor is expected to provide all personnel, equipment, tools, materials, supervision, and other items and services not identified as Government Furnished Property and Services. This requirement shall be solicited as a construction project subject to FAR Parts 15, 19 and 36. A firm fixed price contract is contemplated. The incorporated provisions, and clauses of the solicitation and contract document are those in effect through the Federal Acquisition Circulars (FAC) 2005-89, 90 and 91, Effective 01 Nov 2016; DFARS Parts current to DPN 20161021 (Effective 21 Oct 2016);; and AFARS Parts Current thru: 2013 Edition, (AFARS Revision #26, 01 Oct 2016). The solicitation, specifications, drawings notices, and any/all amendments will be posted and made available for viewing and downloading at www.fedbizzops.gov website on the solicitation release date. Once the solicitation is posted to "FedBizOps" (FBO.Gov), it is incumbent upon all interested parties to review the aforementioned site regularly for any updates and amendments to project documents. Proposals submitted will be required to remain valid for a period of 90 days. The anticipated project delivery date is 210 calendar days from issuance of the Notice-to-Proceed (NTP) This project is set aside for Service Disabled Veteran Owned Small Business (SDVOSB) under NAICS 238210, size standard $15,000,000. All responsible SDVOSB SBA registered businesses may submit a proposal, and shall be considered by this agency. IAW DFARS 252.204-7004 and 252.204-7007, all prospective offerors interested in submitting proposals must have a commercial and government entity code (CAGE Code), and be registered in the System for Award Management (SAM) @ https://www.sam.gov This notice does not obligate the government to award a contract, it does not restrict the government to its acquisition approach, nor does it obligate the government to pay for any proposal preparation cost.
