This is a pre-solicitation notice for Scott Safety Air Packs and accessories with the anticipated issue date for the Request for Quote, R17PS01129, (written) is approximately third week of August 2017. The solicitation will be posted to FedBizOpps and FedConnect. Reclamation intends to award one fixed-price supply contract. The anticipated award date is the fourth week of August 2017. Prospective vendors must be registered in the System for Award Management (SAM) prior to awarding any contract resulting from this solicitation. These items will be purchased in accordance with FAR Part 12, 13 and 13.5, simplified acquisition procedures apply. This requirement is for full and open competition (not a socio-economic set aside). All eligible responsible sources may submit a quotation which shall be considered by the agency. The Government will evaluate quotes based on factors listed in the solicitation. The US Bureau of Reclamation, Grand Coulee Power Office (GCPO), Grand Coulee, WA, has a requirement for 20 Scott Air Packs Open-Circuit Self-Contained Breathing Apparatus (SCBA) and 137 associated accessories for use at the Grand Coulee Power Office Fire Department. They are used daily as a safety tool in the mission of firefighting, search and rescue and safety incidents. The SCBA shall consist of the following major sub-assemblies: *Full face piece assembly; *Removable, face piece-mounted, positive pressure breathing regulator with air-saver switch; *An automatic dual path redundant pressure-reducing regulator; *End-of-service time indicators; *A harness and back frame assembly for supporting the equipment on the body of the wearer; *A shoulder strap mounted, remote gauge indicating cylinder pressure; *A rapid intervention crew/universal air connection (RIC/UAC); and *Cylinder and valve assembly for storing breathing air under pressure Additionally, the associated accessories are listed below: *EPIC 3 RDI Voice Communication System *30-minute 5500 psi Scott NXG Snap-Change Carbon Wrapped Cylinder *75-minute 5500 psi Scott NVG Snap-Change Carbon Wrapped Cylinder *Scott AV-3000 HT Small Left Comm Bracket Face Piece * Scott AV-3000 HT Medium Left Comm Bracket Face Piece *Scott AV-3000 HT Large Left Comm Bracket Face Piece *Scott Sight Face Piece Medium Left Comm Bracket *Fleece Face Piece Bags *RIT-Pak III 5500 psi *RIT-PAK III 5500 psi 75-minute Cylinder with 90 degree connection The successful vendor agrees to provide an operational and maintenance factory trained instructor for each pieces of equipment to include Scott Air-Pack X3 as specified, Electronic Voice Amplifier EPIC 3 Communication system RDI as specified, NXG Snap-Change Cylinders as specified, Scott RIT Pack III as specified, AV-3000 HT Scott Face piece as specified, and Scott Sight Face piece as specified.
