NOTICE OF INTENT TO SOLE-SOURCE This contract action is for the acquisition of services for which the Government intends to solicit and negotiate with only one source under the authority and procedures of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b). The National Institute of Environmental Health Sciences (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Oklahoma Medical Research Foundation, 825 NE 13th St, Oklahoma City, KS 73104-5005 for Myositis Autoantibody testing of NIEHS patient samples. This includes detailed determination of autoantibodies by validated RNA and protein immunoprecipitation, immunodiffusion other immunoassays and extensive analyses of data and reporting of detailed results on each sample to NIEHS. The unique autoantibodies found in myositis patients, called the myositis-specific autoantibodies (MSA) and myositis-associated autoantibodies (MAA) are not reliably performed by commercial clinical laboratories. It has been determined that only Oklahoma Medical Research Foundation is the only source that can perform and provide Myositis Autoantibody testing and reporting of the required MSAs. To compare current data with future data using the same assays, the following laboratory analyses will be performed on approximately 210 myositis sera samples - autoantibody testing by validated protein and RNA immunoprecipitation and western blotting as needed to identify all the autoantibodies below: IDID Analyte •Jo-1 •PL7 •PL12 •EJ •OJ •SRP •Mi-2 •PMScl •Ku •Ro60 •U1RNP •U2RNP •p155/140 (TIF1g) •MJ (NXP2) •caDM140 (MDA5) The anticipated period of performance will be for a twelve (12) month base period, with 4 additional 12-month Option Periods. The associated North American Industrial Classification System (NAICS) code for this procurement is 541380 "Laboratory Testing (except medical, veterinary) Services". Its associated Small Business Size Standard is $15,000,000.00. Oklahoma Medical Research Foundation will perform a total of 210 samples. 62 samples the initial year and 37 samples each consecutive year to minimize sample volume required to a maximum of 1500 microliters, to preserve the remaining sera for future research studies. This notice of intent is not a request for competitive proposals or quotations; however, if an interested party believes they can meet the above requirement, all responsible sources may submit a quotation which shall be considered by the agency. The quotation must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest or quotation in writing via email to hugo.alcantara@nih.gov within ten (10) days after the date of publication of this notice. No faxed documents will be accepted. If no responsive statements or quotations are received within ten (10) days, an award will be made to Oklahoma Medical Research Foundation.
