This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is P17PS02541 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The associated North American Industrial Classification System (NAICS) code for this procurement is 333120 with a small business size standard of 750.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2017-08-18 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Medora, ND 58645 The DOI NPS MWR NEKOTA MABO requires the following items, Meet or Exceed, to the following: LI 001: Purchase and installation of 8 ft. heavy duty steel snow blade with hydraulics for the Parks 2015 F250 Ford Pick-up. Plow Specification: 1.Heavy duty 8 foot steel blade. 2.Blade shock absorber. 3.Reinforced mold board. 4.Heavy duty push frame and quadrant. 5.High performance hydraulic package. 6.Enclosed Hydraulics. 7.Chainless hydraulics cylinder lifting system. 8.Full moldboard trip design. 9.Cast-iron plow shoes. 10.LED plow lights. 11.Ergonomic control features large backlit buttons. 12.Curb guards. 13.Terrain adaptive technology (float control). 14.Fully hydraulic to raise, lower and angle from the cab of truck. 15.Snow deflector. 16.Plow markers. 17.Caster wheels., 1, EA; LI 002: Installation Requirement: Installation of snow plow on Park vehicle is to be included with quote. If supplier and installer are not the same company, the supplier shall coordinate installation with a qualified installation company and deliver the snow plow to the location of installation within 45 days of receipt of order. Installation shall be completed within 15 days of receipt of plow. Qualified installation location must be within 100 miles of Theodore Roosevelt National Park, Medora, ND. Park staff will transport the truck to and from the installation location. Quote shall include name, address and POC information of installation location. Installation dates and time shall be coordinated with James Deneen, 701-623-4466, james_deneen@nps.gov, or Josh Vance 701-623-4466, josh_vance@nps.gov., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the Submit a Question feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DOI NPS MWR NEKOTA MABO intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DOI NPS MWR NEKOTA MABO is taking this action in an effort to improve both vendor access and awareness of requests and the agencys ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. All items must be covered by the manufacturers warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.) to the installation location, which means that the seller must deliver the goods on its conveyance to the installation location, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery to the installation location. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines.
