PURCHASE DESCRIPTION/REQUIREMENT This contract action was accomplished using other than competitive procedures because this is a task/delivery order where an exception to fair opportunity requirements was approved due to only one source being available (FAR 8.405-6(b)(1) or 16.505(b)(2)(ii)). The Department of the Army has submitted mandatory Approval for Use of the SP-60-AA UH-60 A/L/M Spindle Puller Manufactured by EAA Tools, LLC. The Aviation Engineering Directorate (AED) has reviewed the SP-60-AA (revision X5) Spindle Puller from an engineering and airworthiness perspective and approves the tool for use on all H-60A/L/M aircraft. The AED has witnessed the use of the tool to remove a spindle and has determined there is no impact to the airworthiness of either the spindle or hub as a result of the tools use. The approval is valid for a period of five years (25 Nov 19). The GAARNG leadership has determined that the use of this specific organization is necessary as it allows for quantitative time savings over the course of its use. Built to make a two or three man job into a one man job, the use of the tool equates to cost savings in helicopter maintenance man hour requirements. This sole source requirement meets the conditions of FAR 6.302-1, only one responsible source has been identified as reasonably available to provide the supplies/services that will satisfy the agency requirements. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 332216. This will be a firm fixed price contract. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This synopsis does not constitute a solicitation, however all responsible sources that believe they can meet all of the requirements may contact the USPFO for Georgia via e-mail at donna.l.spence2.mil@mail.mil and be considered by the government. If no responses are received by 1700 EST 11 AUGUST 2017, a Sole Source contract will be pursued with EAA Tools, Inc.
