Description

The Broadcasting Board of Governors (BBG), Office of Management Services/Contracts (CON) located at 330 Independence Ave, SW., Washington, D.C. 20237, intends to negotiate and award a sole source contract to Vatican Radio (Contractor), located in Vatican City, Italy. The contemplated contract award is for a one year (12 month) period. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. § 3304(a)(1), which is implemented at FAR 6.302-1 as follows: "When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for." The Contractor is currently providing the services this action covers. The planned sole source award will allow the Contractor to continue to provide transmission services which allows the BBG to provide mission critical broadcasting to Africa, via the Contractors relay station in Santa Maria di Galeria. Contractors location is in a unique geographic position to provide quality shortwave broadcast services to Africa. The BBG will provide services of equal value to the Contractor for their broadcast transmissions to Asia, via the BBG relay stations in the Philippines and Marianas. The Contractor has experience in the provision of high quality broadcast service in accordance with Consultative Committee on International Radio (CCIR) Standards; ability to operate transmitters at full rated output power levels; provide satellite reception facilities suitable for downlink and distribution of programs on an agreed upon location using DVB compliant satellite receivers; and return programs to service as quickly as possible when transmission failures occur and maintain sole responsibility for all program content of all BBG programs as agreed upon. BBG could not identify any additional potential sources beyond the Contractor who can meet BBGs requirement; therefore, it has been determined that the Contractor is the only known Contractor to BBG who is capable of and authorized to continue the uninterrupted 24 hour BBG/VOA programming required in the specific locations of Africa (See attached agency justification). This Notice of intent is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide the above requirements. Also, interested firms must state how they would fulfil the requirement above and include appropriate documentation describing the number of years they have been providing such services. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. The written response must be submitted to Jacqueline Gray, Contract Specialist, by Friday, August 18, 2017, 4:30 pm Eastern Standard Time (EST) via e-mail to jgray@bbg.gov. ALL ATTACHMENTS MUST BE SENT IN "PDF FORMAT" AND INCLUDE THE SOLICITATION NUMBER IN THE SUBJECT LINE. PLEASE NOTE THAT THE TOTAL SIZE OF ALL ATTACHMENTS MUST NOT EXCEED 23MB. Any determination to compete or not to compete this proposed contract is solely within the discretion of the Government. This Public Notice is not a RFP, IFB, or RFQ.
