AMENDED NOTICE THIS PROCUREMENT HAS BEEN CANCELLED. THE GOVERNMENT DOES NOT ANTICIPATE A NEW SOLICITATION DATE FOR THE FORESEEABLE FUTURE THIS IS A PRESOLICITATION NOTICE OF AN UPCOMING REQUIREMENT, NOT A SOLICITATION The Bureau of Reclamation, Great Plains Region intends to solicit quotations for the development and revision of Standard Operating Procedures (SOP) for the Wyoming Area Office powerplants (WYAO). The SOPs will include emergency/abnormal operations, description of major plant equipment and systems, and development of setting, testing, and operational procedures of new SEL relays. The awarded contractor shall provide an electronic searchable copy of the SOPs. No documents are allowed to be removed from the Government property. All employees of the awarded contractor that will work on this requirement will be required to successfully complete and found suitable for work in a Government installation and work with Government documentation. This requirement will include a base contract line item (CLIN) of a WYAO powerplant, and will include optional CLINs for additional powerplant locations for a total of up to 10 optional CLINs. Pursuant to Part 12 and Part 13 of the Federal Acquisition Regulations, Reclamation intends to issue a Request for Quotation (RFQ) on or around April 3, 2017. Quotes will be due on or around May 5, 2017. Reclamation anticipates issuing the RFQ set aside for small business. The applicable North American Industry Classification System (NAICS) Code is 561410 and the associated Small Business Size Standard is $15 million. The Government anticipates award of this procurement no later than June 2, 2017. Reclamation will consider all responsible sources who submit a timely quote that conforms to the solicitation. Prospective offerors may submit quotes through the mail, electronically, e-mail, or fax. Any contractor interested in doing business with the Federal Government must register in the System for Award Management database prior to award of a contract or agreement. SAM is a Federal Government owned and operated FREE website at www.SAM.gov. All invoices for this procurement must be submitted through the Department of Treasury¿s Internet Payment Platform located at www.IPP.gov.
