RRC SOW April 2017 The Federal Bureau of Prisons is seeking concerns having the ability for providing Residential Reentry Center (RRC) services (in-house RRC beds) and Home Confinement services (home confinement placements) for male and female Federal offenders held under the authority of United States Statutes located within the city limits of Jackson, Mississippi. Both the RRC services for the RRC beds and the Home Confinement services for home confinement placements shall be in accordance with the Federal Bureau of Prisons Statement of Work (SOW) entitled, "Residential Reentry Center, April 2017" (see attached). Home Confinement services (for home confinement placements) are specifically defined in Chapter 11, Home Confinement, of the aforementioned SOW. Additional requirements for these services are referenced throughout the SOW as well. This will be an indefinite delivery, indefinite quantity type contract with firm fixed unit prices for Line Items 1 and 2. The guaranteed minimum for RRC services for in-house beds is estimated to be 83% male and 17% female for the base year. The estimated maximum for RRC services for in-house beds is estimated to be 84% male and 16% female for the base year and each of the nine, one-year option periods thereafter, if options are exercised. For the Home Confinement requirement for home confinement placements, male and female quantities are combined for an estimated number of inmate days. For Line Item 1, the guaranteed minimum quantities and estimated maximum quantities for the RRC services for the in-house RRC beds requirement are as follows: • Base Year: The guaranteed minimum number of inmate days is 4,380 (10 males and 2 females) with an estimated maximum number of inmate days of 16,425 (38 males and 7 females); • Option Year 1: The estimated maximum number of inmate days is 16,470 (38 males and 7 females); • Option Year 2: The estimated maximum number of inmate days is 16,425 (38 males and 7 females); • Option Year 3: The estimated maximum number of inmate days is 16,425 (38 males and 7 females); • Option Year 4: The estimated maximum number of inmate days is 16,425 (38 males and 7 females); • Option Year 5: The estimated maximum number of inmate days is 16,470 (38 males and 7 females); • Option Year 6: The estimated maximum number of inmate days is 16,425 (38 males and 7 females); • Option Year 7: The estimated maximum number of inmate days is 16,425 (38 males and 7 females); • Option Year 8: The estimated maximum number of inmate days is 16,425 (38 males and 7 females); and • Option Year 9: The estimated maximum number of inmate days is 16,470 (38 males and 7 females). For Line Item 2, the guaranteed minimum quantities and estimated maximum quantities for the home confinement services for the home confinement placement requirement are as follows: • Base Year: The guaranteed minimum number of home confinement placements is 1,095 (3 placements onto home confinement) with an estimated maximum number of home confinement placements of 3,650 (10 placements onto home confinement); • Option Year 1: The estimated maximum number of home confinement placements is 3,660 (10 placements onto home confinement); • Option Year 2: The estimated maximum number of home confinement placements is 3,650 (10 placements onto home confinement); • Option Year 3: The estimated maximum number of home confinement placements is 3,650 (10 placements onto home confinement); • Option Year 4: The estimated maximum number of home confinement placements is 3,650 (10 placements onto home confinement); • Option Year 5: The estimated maximum number of home confinement placements is 3,660 (10 placements onto home confinement); • Option Year 6: The estimated maximum number of home confinement placements is 3,650 (10 placements onto home confinement); • Option Year 7: The estimated maximum number of home confinement placements is 3,650 (10 placements onto home confinement); • Option Year 8: The estimated maximum number of home confinement placements is 3,650 (10 placements onto home confinement); and • Option Year 9: The estimated maximum number of home confinement placements is 3,660 (10 placements onto home confinement). RFP-200-1372-ES will be available on or about August 21, 2017 and it will be distributed solely through the General Services Administrations Federal Business Opportunities (FBO) website http://www.fbo.gov. Hard copies of the solicitation document will not be available. The site provides downloading instructions. Future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. It is the intent of the Government to award all line items (RRC in-house beds and home confinement placements) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders. The Government reserves the right to potentially make an award which is deemed to be in the best interest of the Government. The estimated closing date of RFP-200-1372-ES will be on or about October 20, 2017. All responsible sources may submit a proposal which will be considered by this agency. No collect calls will be accepted. No telephone request or written requests for the solicitation will be accepted. Faith-Based and Community Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible.
