Description

The attached RFP amendment removes and correctly list the required documents for proposal submittal. This is a combined synopsis/solicitation for a Floor Loading Capacity and Design Analysis in accordance with the format in FAR Subpart 36.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in Federal Acquisition Circular effect through Federal Acquisition Circular FAC 2010-07. This acquisition is a Total 100% HUBZone Business Set Aside. Offers shall not be accepted or evaluated from offerors who are not HUBZone businesses in accordance with FAR 52.219-6. The applicable NAICS code is 541330. FEMA Region VI plans on awarding a single firm fixed price contract to satisfy requirements as stated in the Statement Of Work. The Contractor shall be a licensed Engineering Firm with the capability of delivering all services and documents required in accordance with the attached SOW and the terms of the contract. The scope includes requirements to verify and document the 2017 Army Corps of Engineers (ACE) Floor Loading Analysis of MERS-DT VSAB-1; analyze and document the floor loading capacities of MERS-DT VSAB-1; based on the results of your analysis, make recommendations for the reduction in the number of personnel and amount of equipment currently located on the 2d floor of VSAB-1 with the goal of decreasing the current floor loading to meet current design specifications; with the options for: • Design and recommend structural upgrades to MERS-DT VSAB-1 2d floor that will allow the facility to be brought in compliance with current construction standards in such a way as to have no permanent impact on the MERS vehicle and equipment storage and operations on the 1st floor; • Based on the planned structural upgrades, make recommendations that will maximize number of personnel and amount of equipment that should be allowed the 2d floor of VSAB-1 with the goal of maximizing the current space available and floor loading to meet the upgraded design specifications. The Period Of Performance will be 120 calendar days. The estimated value of this procurement is below $25,000.00. SITE VISIT: A site visit has been scheduled for Monday, July 30, 2017, at 10:00am CST for interested contractors. This is a Best Value acquisition in which professional qualification, specialized experience, and past performance will be considered when determining the award at a fair and reasonable price. Proposals shall be submitted electronically and must reference Request for Proposal Number: HSFE06-17-R-0011 to include amendments (if any). In addition, the following information is required: the company name, point of contact, email address, address, phone number, DUNS Number, completed form SF330, HUBZone certificate, and proof of registered/licensed engineer.
