Description

The subject requirement is for the acquisition of NSN 2610-01-603-9820 which is a Tire Pneumatic, Vehicle. The required quantity is 300 each/600 each with 100% option with delivery at Consolidation Point (SBP1C00). The approved source and Part Number is Michelin North American (Cage 12195) Part Number 77510. The proposed procurement includes items within the Federal Supply Class 2610. The Governments required delivery schedule is 30 days ADO. The requirement will result in an award of a Basic Order of Supplies for Foreign Military Service (FMS). FOB Origin and Inspection/Acceptance at Origin applies. This material has been determined to be commercially available and as such the Government is using the policies and procedures outlined in FAR Subpart 13.5 Simplified Procedures for Certain Commercial items. The solicitation will be available for download on the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/RFP/on or about 8/1/17. Although this is an RFQ, the solicitation can only be found by searching the RFP/IFB database in DIBBS. The proposed contract is being solicited on an unrestricted basis using other than full and open competition.and is not set-aside for small business. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreement Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. While price may be a significant factor in the evaluation of offers, quotations will be evaluated according to "Best Value" procedures on the basis of Price, Past Performance, Delivery, and Socioeconomic Support. An alternate source must submit data and be approved by cognizant Government engineering activity. The Contracting Officer may utilize Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors prices will be publically disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offerors identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offers pricing (e.g. "offeror A"). By submitting an offer in response to this solicitation, offerors agree to participate in the Reverse Auction and are advised that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offerors final auction price will be considered in the final revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final revisions are again requested. Specifications, plans, or drawings, related to the procurement described are not available and cannot be furnished by the Government. This acquisition is for supplies for which the Government does not possess complete, unrestricted technical data. Therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 U.S.C. 2304c(1).
