FY18Dockside Repairs to NOAA Ship HENRY B. BIGELOW The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for the dockside repairs to NOAA ship HENRY B. BIGELOW. The HENRY B. BIGELOW is 208.6 feet long overall, and its home port is Newport, Rhode Island. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: Wet Lab Fish Chute Stainless Steel Sheathing Installation Wet Lab Sliding Door Replacement VSAT Work Platform Installation Flexible Hose Replacement Fume Hood Replacement HVAC Duct Cleaning Scientific Freezer Compressor No. 2 Piping & Electrical Install Steering Gear Pumps Renewal Fast Rescue Boat Davit Inspection Aft A-Frame Pivot Pin Padeye Repairs Stateroom Carpet Replacement. OPTION ITEMS: Anti-Roll Tank Sound Dampening Installation Bridge Deck Covering Replacement Dry Lab Deck Covering Replacement Chemical Lab Deck Covering Replacement Preservation Alcove Deck Covering Replacement Hydro Winches Reservoir Cross Connect Pipe Installation Flexible Hose Inspection X Band and S Band Radar Renewals The solicitation will include a liquidated damages clause. The performance period will be approximately 60 calendar days, with a start date on or about November 27, 2017 and a completion date on or about January 27, 2018. Place of performance shall be the vessel’s homeport, Newport, RI. An inspection of the ship is scheduled for on or about August 29, 2017, at the vessel’s homeport (Pier, pier access information, and time will be provided in the Solicitation). The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15. The RFP will be issued on or about July 27, 2017 with proposals due on or about September 6, 2017. The anticipated award date is October 16, 2017. This procurement is unrestricted; all responsible sources may submit an offer which shall be considered by the agency. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value considering past performance, price and price related factors. The RFP will be issued via electronic posting on the Federal Business Opportunity (FBO) web page www.fbo.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FBO for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fbo.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FBO Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FBO where this synopsis is posted). Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer.
