Description

On or about 16 December 2009, this office will issue Request for Proposals for design and construction of the TCRA GROUNDWATER TREATMENT PLANT, CITY OF CHEYENNE, LARAMIE COUNTY, WYOMING. The solicitation will close on or about 17 February 2010. This solicitation will be restricted to Small Business participation. Currently a site visit date has not been scheduled for this project. Should it be determined that a site visit is necessary, the information will be added by an amendment to the solicitation. DO NOT submit requests for plans and specifications. See Obtaining Solicitation Documents below. Project Description: (Approx. quantities) This project consists of a design/build groundwater treatment facility with provisions for Long-term Operations/Long-term Maintenance (LTO/LTM) responsibilities. The groundwater treatment facility is intended to remove trichloroethylene (TCE) from a groundwater supply for the City of Cheyenne Board of Public Utilities. Water treated from this facility will be blended with other water sources for the City of Cheyenne municipal water system. Design responsibilities will include completion of a design package initiated by the USACE-Omaha District, currently at the conceptual stage and documented by a Design Engineering Report submitted to the State of Wyoming and EPA Region 8. The design process will also include all regulatory permitting activities necessary to proceed with construction. Construction responsibilities will include equipment procurement and installation to provide a complete and usable facility in compliance with all RFP requirements and regulatory approvals. The treatment facility design and construction includes all associated controls, support structures and utilities. The treatment system equipment and facility will be sized for a firm plant capacity of 3,000 gallon per minute (4.32 MGD), with the capability to treat flowrates from 350 gpm to the full capacity. The groundwater treatment system will be designed to incorporate 1,000 gpm modular Low-Profile Sieve Tray Air Strippers, with facility siting and building expansion consideration provided for potential total future plant firm capacity of 8,000 gpm (11.52 MGD). The building constructed under this effort will only be required to house the current capacity. The system is to be designed to reduce a TCE influent level from 100 ppb to an effluent TCE concentration at or below 5 ppb. Additional work will include design and construction of appropriate influent and effluent piping to/from the groundwater treatment plant to the existing 16-inch groundwater transmission line. The siting of this work will be on City of Cheyenne-owned property. The estimated design and construction cost of this project is between $1,000,000 and $5,000,000. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 365 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety.
