The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to negotiate a non-competitive procurement with Shock Engineering Associates Company(SEACO)to furnish engineering and technical services to support NSWCCD in areas related to underwater explosion (UNDEX) instrumentation for the successful completion of the VIRGINIA Class, LPD-19 and DD(x) shock trial instrumentation efforts. SEACO possesses specialized experience and expertise as the provider of the original code used to interface with NSWCCD digital recording modules for the processing of data as well as providing the design of many of the existing instrumentation sensors currently in use. Award to other than SEACO would result in substantial duplication of government costs and resources to effectively train and familiarize new personnel in the area of sensor installation, selection, maintenance and hookup. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
