Description

The Department of Veterans Affairs Central Office (VACO), intends to award a sole source contract under the authority of FAR 6.302 to Uniform Data System for Medical Rehabilitation, 270 Northpointe Pkwwy. Suite 300, Amherst, NY. The contract is for the continue participation in an international uniform data system for medical rehabilitation by the Department of Veteran Affairs Physical Medicine and Rehabilitation Services (PM&RS). Functional assessment data of each patient admitted to and discharged from rehabilitation bed-services is collected and submitted to the Uniform Data System for Medical Rehabilitation (UDSmr) at the State University of New York at Buffalo. Enrollment entitles VA to comparison data that represents approximately 855 private sector rehabilitation facilities that also hold UDSmr membership. All facilities within the VA continuum of care also can enter their functional assessment data for patients treated within PM&RS at any bed location. From this data, UDSmr compiles quarterly outcome reports that are made available to each member facility while VACO is provided corporate roll-up reports. Program evaluation methodologies, total quality management practices, and managed care prototypes are made possible through careful use of this data. The contract will allow the use of the Uniform Data System's Functional Independence Measure (FIM) instrument assessment tool, which allows the VA facilities to be "credentialed" in the FIM data collection process. The contract will be for a base period with four one-year options. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the Sr. Contract Specialist within ten (10) calendar days after initial publication of this notice. Such capabilities/qualifications will be evaluated soley for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort, based upon responses to this notice, is soley wthin the discretion of the Government.
