The U.S. Fish and Wildlife Service, Region 6, Lakewood, Colorado is requesting proposals from qualified and eligible firms capable of furnishing all labor, materials, supplies and equipment required to research state records specific to five (5) irrigation wells listed in the attachment, complete a field inspection and evaluation of these irrigation wells, and then determine costs required to rehabilitate each irrigation well back into full production. The five irrigation wells are located at the Baca National Wildlife Refuge, Sagauche County, Colorado. The wells are in varying states of disrepair and have not been operational for several years. The proposed rehabilitation or "redevelopment" shall be consistent with the requirements set forth by the Government, by applicable water rights, by the well completion report or equivalent document, and by the Colorado State Engineer and the Division Engineer for Water Division 3 requirements concerning wells and well metering. This acquisition is proposed as a 100% small business set-aside. The NAICS code is 221310 with a small business size standard of $6.5 million. The solicitation package is anticipated to be available electronically on, or about, December 4th, 2007, with an anticipated closing date of December 14th, 2007. The solicitation plus pertinent specifications and drawings will be available for viewing at www.fbo.gov, once issued. In order to be eligible for award, all responsible sources submitting proposals are required to be registered as an active vendor in Central Contractor's Registration (CCR) (www.ccr.gov) by the closing date of the solicitation. Award shall not be made to firms who have not registered as an Active vendor in CCR will not be considered.
